Make sure to disable SteamVR "adaptive supersampling" or "resolution scaling" or whatever it's called. It applies in both Oculus and Steam VR modes and it absolutely murders Pavlov's performance. YMMV if you don't have an Oculus headset.
This happened a lot to me on my Rift S. Turned out there's a bug with AMD USB controllers making controller tracking glitchy, the solution was to use the USB 3 port right behind the HDMI port on the motherboard (or behind where that would be) and for some reason it worked.
